Licence block - Document Verification Service
The information on your driver's licence card or learner's permit can be used to verify your identity by banks, some government agencies, residential tenancy applicants as well as other entities, companies and people using the Document Verification Service. That national online service is operated by the Commonwealth government in communication with the State and Commonwealth government agencies which issue identity documents like driver's licences, learner's permits, birth certificates and passports.
When a person presents an identity document to a bank or other entity as proof of their identity, the Document Verification Service can be used to check whether the information on that identity document matches the records of the government agency that issues that type of identity document. In the case of a driver's licence or learner's permit issued in WA, the Document Verification Service communicates to the National Exchange of Vehicle and Driver Information System (NEVDIS) (on behalf of the Department of Transport) the driver's licence information (or learner's permit information) that a person has submitted as proof of their identity and NEVDIS then checks whether the details match its licensing records before responding 'Y' (if there is a match) or 'N' (if not a match) without disclosing the information in those records.
The Document Verification Service does not check facial images.
To give the licence or permit holder control over this, the Department has introduced a licence block to enable driver's licence holders and learner's permit holders to stop the use of the Department's driver licensing records to verify their identity in this way. Instead of a 'Y' or 'N' the response from the Document Verification Service will be 'D' for Document is invalid.
The licence block does not affect the driver's licence or learner's permit's primary purpose as an authorisation to drive.
The licence block can be added or removed at any time by that person using DoTDirect.
If added, it will remain in effect when a driver's licence or learner's permit is renewed or replaced, unless the licence or permit holder removes the block.
Please note that if the licence or permit holder is unable to access DoTDirect for any reason, including due to a scheduled or unscheduled outage or failed login attempts, then it will not be possible for that person to add or remove the licence block using DoTDirect. The Department is unable to accept liability for losses arising in circumstances where a person was unable to access DoTDirect in order to either add or remove the licence block on their driver's licence or learner's permit.
Please note that the block only operates when the Document Verification Service is used to verify a person's identity using their driver's licence information. The Department is not able to require any one to use the Document Verification Service to verify a person's identity.
